This legislative authorisation will allow the government to move forward with the "simplex" of urban licensing and review several legislative texts such as the General Law on Urban Construction (RGEU) and the legal regime for urbanisation and building (RJUE).
In this regard, the government will be able to extend the situations of exemption from prior checking provided for in the RJUE, as well as improve and optimize the regime of exemption from prior urban checking concerning the installation of photovoltaic panels or other solar energy production systems.
It will also be possible for the government to reduce the extent of the regulatory power of municipalities regarding urban planning procedures and to eliminate requirements established by them in prior checking procedures.
In addition, the law provides for the development and implementation of a nationwide digital and interoperable platform for urban planning, specifically for allotment operations, urban planning operations and land improvement work.
This diploma also contemplates the simplification of urban planning procedures, specifically for reclassifying land and altering urban plans.
The legislative authorisation lasts for 180 days, and the corresponding law must now be approved and published accordingly.
